Wayland: Fix behavior of leaving full screen mode

These changes make GLFW fullscreen more consistent, but unfortunately also make GLFW even more oblivious to user-initiated XDG shell fullscreen changes. Fixes #1995 (cherry picked from commit ddd087d662)
